Muldraugh is generally seen as a good starter location for new players. There are several spots that are relatively safe even inside the city to make a base in. If you really struggle though you can reduce starting zombie population and have it ramp up to the same population over time, just to help out at the beginning.

Personally I enjoy West Point the most, and I consider Muldraugh to be more difficult. In West Point I can easily pull away hordes and lose them, and going to the housing areas is usually manageable zombie-wise. Whereas Muldraugh feels zombie swarmed all the time, generally making you leave the town for houses/farms out in the woods.
